只有当命令发出者拥有发布命令的权力时，该命令才具有效力。权威是指在组织内部做出决策、分配资源和指导他人行动的合法权力。

权力源于正式职位、专业知识或下属的认可。层级图描绘了职位权力，但实际影响力往往与图表上的方框和线条有所出入。那些仅凭职级而缺乏能力或公正性的管理者很快就会发现其正式权力的局限性。

明确的授权能加快决策速度；模糊的授权则会导致延误和冲突。组织会定期调整汇报关系，以契合战略，并确保决策权与有效行使决策权所需的信息保持紧密联系。
