✊ Civil Rights

The rights of citizens to political and social freedom and equality.

Civil Rights

Citizens claim certain entitlements simply by virtue of membership in the political community. Civil rights are those entitlements to political participation, equal treatment under law, and freedom from arbitrary discrimination.

Classic civil rights include the vote, free speech, due process, and equal access to public accommodations and employment. Constitutions, statutes, and court decisions define and enforce them. Social movements have repeatedly expanded the circle of who enjoys these rights in practice—abolishing slavery, extending the franchise, and prohibiting discrimination on grounds of race, sex, religion, and other characteristics.

Enforcement remains imperfect. Legal guarantees can outrun social attitudes and administrative capacity. Debates continue over how far civil rights should reach into private associations and over the balance between group remedies and individual treatment. The vocabulary of civil rights now frames disputes far beyond its original contexts.

A right that exists only on paper offers little protection until institutions and culture support it.
