🗂️ Bureaucracy

The administrative system of a government.

Bureaucracy

Governments need permanent staff to implement policy, keep records, and deliver services. That administrative apparatus is the bureaucracy. It consists of departments, agencies, and the career officials who staff them.

Modern bureaucracies are organized hierarchically, operate according to written rules, and ideally recruit on the basis of merit rather than personal or political favor. They provide continuity across changes of elected leadership. Critics charge that bureaucracies can become rigid, self-protective, or captured by the interests they regulate. Defenders note that complex societies cannot function without professional administration.

Political leaders attempt to steer bureaucracies through appointments, budgets, and oversight. Civil-service protections limit pure political control in many systems. The quality of bureaucratic performance strongly affects whether laws on paper translate into results on the ground.

Every major public program eventually depends on the competence and integrity of the officials who run it day to day.
