🧑‍💼 Civil Service

Government employees hired on merit rather than election.

Civil Service

Governments need a permanent workforce selected for competence rather than political loyalty. The civil service is that body of officials recruited, promoted, and protected primarily on the basis of merit.

Civil-service systems typically feature competitive examinations, job classifications, and rules that limit arbitrary dismissal. The aim is continuity, expertise, and insulation from pure patronage. In return for security, civil servants are expected to serve successive elected governments with professional neutrality.

The ideal is never fully realized. Political appointees occupy the top layers in most systems, and informal networks influence careers. Reform movements in the nineteenth and twentieth centuries reduced open spoils systems in many countries, yet tensions between responsiveness and independence persist. The quality of the civil service strongly affects whether ambitious policies succeed or stall in implementation.
