🧠 Think Tank

An organization researching and advising on policy.

Think Tank

Independent or affiliated organizations that research policy problems and recommend solutions are called think tanks. They employ scholars, former officials, and analysts who produce reports, host events, and brief decision-makers.

Think tanks span the ideological spectrum. Some are nonpartisan and prioritize technical expertise; others openly advance particular political agendas. Funding sources—governments, foundations, corporations, individuals—shape research agendas and perceived credibility. Influence operates through media visibility, personal networks, and the supply of ready-made policy ideas when windows of opportunity open.

Critics argue that some think tanks function as lobbying operations with academic veneer. Defenders see them as valuable sources of long-term thinking that elected officials and civil servants, pressed by daily demands, cannot easily produce. The densest concentrations of think tanks appear in capital cities where policy is made.
