People are not interchangeable parts. Human resources is the function responsible for recruiting, developing, compensating, and supporting the workforce so that the organization can achieve its goals.
Core activities include workforce planning, hiring, onboarding, performance management, learning, compensation and benefits, employee relations, and compliance with employment law. Modern HR also shapes culture and advises leaders on organizational design. Administrative excellence remains necessary but no longer sufficient.
When HR operates as a strategic partner, staffing and development decisions align with business direction. When it operates only as a policy police force, managers work around it. The quality of the HR function shows up in talent density, engagement, and legal risk.
