Master Plan

A master plan is a long-term framework for developing a site or district. It sets the big moves: where buildings go, where roads run, where parks and open spaces sit, how utilities are distributed. It is not a single building design. It is a plan for many buildings, built over years or decades.

Master planning happens at many scales. A university campus master plan guides growth for generations. A hospital master plan coordinates new wings, parking, and circulation. A city master plan sets zoning, transportation, and public space goals. Each involves balancing competing interests and projecting far into an uncertain future.

Good master plans are flexible. They set a clear direction but allow individual projects to adapt as conditions change. They also address phasing: what gets built first, how it connects to later phases, and how the site functions during construction.

Master plans are political documents as much as technical ones. They require public input, council approval, and ongoing commitment. A plan that sits on a shelf and is never implemented has failed, no matter how beautiful the drawings.
