🔄 Residual Market

A market providing coverage for high-risk or hard-to-insure parties.

Residual Market

Some applicants cannot find coverage in the ordinary competitive market. The residual market is the set of mechanisms—assigned risk plans, joint underwriting associations, FAIR plans, and similar programs—that supply insurance to high-risk or otherwise hard-to-place risks when voluntary insurers decline them.

Participation is usually mandatory for insurers writing the same line in the state. Premiums are higher than voluntary rates and coverage may be limited to basic statutory requirements. The goal is availability, not price competition.

Residual markets absorb risks that would otherwise leave drivers uninsured or properties unprotected. They can accumulate deficits after severe loss years, which are then assessed back to the voluntary market. Ongoing debate centers on rate adequacy and incentives for insureds to improve their risk profiles and return to the voluntary market.
